Why all the crack?

I'm reading a comparison-contrast essay in a basic writing textbook that I use for one of my classes. I note the comment that during the 1970s and 1980s, crack and guns arose in the "hoods."
I remember seeing notices of the arrival of crack in newspapers. Why didn't I question it then? Why? Where did it come from? How was it allowed to enter and proliferate?
It can't be as simple as, "There was a market for it." Something else happened.
